Cecil Eugene Kelsey

Cecil Eugene Kelsey, of Paragould, passed away on January 5, at the age of 68. He was born on May 22, 1946, to the late Area Brooks Kelsey and Freda Imola Kelsey. He was survived by Bill and Theresa Kelsey, Lee and Betty Kelsey, and Robin Lynn Lewis. He was the father of Rebecca Maxwell, Karen Colunga, Stephanie Lenderman, Tina Latting (Templeton), Laura Hobbs, Millard (Max) Maxwell, and a special son, Shawn Templeton.
